DEP Increases Water Program Fees
At Tuesday’s Environmental Quality Board (EQB) meeting, the Board voted 16-3 to approve as final rulemaking, DEP’s changes to their Water Quality Management (WQM) and National Pollutant Discharge Elimination System (NPDES) Permit Application Fees and Annual Fees. The final-form rulemaking raises up to $6.5 million in additional revenue annually for the Department’s Bureau of Clean Water Program. DEP first put this rulemaking package into play in 2018. These fees take effect when published in the PA Bulletin.

DEP Noncoal Bond Schedule
The March 13thPA Bulletin includes the PA Noncoal Bond Schedule. The bond schedule echoes the statutory requirement that the amount of bond shall be the estimated cost to the Department if it had to complete the reclamation, restoration and abatement work under the Noncoal Surface Mining Conservation and Reclamation Act.

The rates are effective March 13, 2021, and will remain in effect until they are revised.

The rates have not changed from last year.

Invasive Species Alert
The PA Fish and Boat Commission is alerting consumers about aquarium products that may be infested with invasive Zebra Mussels.

These products, known as "moss balls," are a popular type of living aquarium plant sold in several states, including Pennsylvania.

It was recently discovered that a batch of these products, which are marketed under popular brand names such as "Betta Buddy" or "Mini Marimo Moss Balls," was contaminated with invasive Zebra Mussels and distributed to pet stores across the country.

While several major pet product retailers, including Petco and PetSmart, have proactively removed these products from their shelves, PFBC Waterways Conservation Officers in cooperation with the Pennsylvania Department of Agriculture, have confirmed the presence of these contaminated products in at least one Pennsylvania store.

The potential spread of this invasive species is a major concern for our aquatic resources in Pennsylvania.

Zebra Mussels are small black and white striped, "D-Shaped" bivalves about the size of a thumbnail or smaller and may not be visible to the naked eye in these moss balls.

The PFBC urges anyone who has purchased a moss ball within the past several weeks to follow U.S. Fish and Wildlife Service guidance on how to properly disinfect moss balls and clean aquarium systems.

Dave Semple
York Building Products Names New President
York, PA-based York Building Products announces the recent appointment of Dave Semple as President. Dave will lead York’s Aggregate and Masonry concerns and will also be responsible for the Safety and Procurement functions. He will ensure collaboration across all building products businesses.

Dave comes to York Building Products with a background in Finance and Operations, which he acquired during his 17-year career at Dentsply Sirona. His most recent position was Sr. Vice President, Financial Planning & Analysis, and he also served in a dual role as the Business Transformation Officer. He has extensive experience in developing and implementing strategic plans and has participated in numerous acquisitions.

Dave earned his Bachelor’s degree in Accounting from Shippensburg University and also has his CPA. He has participated in a number of leadership programs, including one through the University of North Carolina’s Kennan Flagler School of Business.

York Building Products is a York, PA-based manufacturer of concrete masonry units, hardscape products, concrete lintels, and colored cements for masonry.
