Calling All PACA Members Ages 40 & Under - Upcoming YLDG Events
If you are ready for a little bit of normalcy, raise your hand?!? I know we here at PACA definitely are for sure.

So, here is what we are working on to help with the need for face-to-face contact, with proper safety protocols and COVID restriction guidelines in place, of course.

In lieu of the previously held Zoom happy hours, we will be moving to regional networking luncheons for our Young Leaders members ages 40 and under. For the health and safety of our members and staff, safety protocols will be strictly followed, including packaged lunches, mask requirements, temperature checks, social distancing, outdoor venues where possible, etc. Stay tuned for more information.

The next event we are pleased to announce is the election of the next Young Leaders Development Group leadership team. Congratulations to candidates Brianne Hastings, Civil and Environmental Consultants, Inc. (Chair) and Dan Ridenour, Union Quarries, Inc. (Vice Chair)! An electronic ballot will be emailed to our Young Leaders community next week.

Add 10 Gallons Concrete Podcast Episode 3 with Jim Casilio
The Add 10 Gallons Concrete Podcast was launched at the end of July, 2020 to benefit the concrete industry. Add 10 Gallons supports all members of the industry by providing entertaining, educational, and genuine commentary and discussion surrounding all things concrete.

Show hosts and concrete engineers Paul Fendley, Joey Bell, and Josh Hare explore and discuss industry news, trends, upcoming events, and more amongst themselves and with experts from all facets of the industry. Guests will offer insight and expertise on topics such as ready mix production, materials, QC, equipment, academia, engineering, and many other areas of the industry. In Episode 3, the podcast is proud to host Jim Casilio, P.E., Director of Technical Services for the Pennsylvania Aggregates and Concrete Association. Jim brings to the podcast a wealth of experience stemming from his time with the family business, Frank Casilio & Sons Inc, to his new role at PACA.

Specific topics discussed in the interview range from Jim’s Background to his current role at PACA, and how the association benefits the concrete/aggregate/cement industries. Listeners will also hear about new technology being adopted in the field, information on important state legislation, and the ins and outs of concrete testing in the state of Pennsylvania and around the country. The guys also cut it up a bit, and Jim tells some interesting and funny stories gathered from years past. The mission of the Add 10 Gallons Concrete Podcast is to engage everyday concrete employees, no matter their industry focus, with interesting, educational, and entertaining content provided on a bi-weekly basis. Governor Wolf Extends Coronavirus Emergency Declaration
Late in the day on August 31, without public disclosure, Governor Wolf extended the Coronavirus Emergency Declaration for another 90 days, due to “the number of cases that have tested positive or be considered probable” and because “the COVID-19 pandemic continues to be of such magnitude and severity that emergency action is necessary to protect the health, safety and welfare of affected citizens in Pennsylvania." Fall Protection and Fatalities
This week there has been another fatality relating to a truck driver falling from his truck. That makes four fatalities this year nationwide from truck drivers falling off their trucks. We have been told MSHA Assistant Secretary Zatezalo held a meeting this morning with all his district heads and his strong message was for the inspectors to focus on fall protection particularly related to trucks.

Furthermore, we heard this afternoon from MSHA regarding the total number of nationwide metal/nonmetal and coal fatalities this year. In 2020, there have been 15 fatalities nationwide for metal/nonmetal mines and one for coal.

Additionally, OSHA indicates that fatalities caused by falls from elevation continue to be a leading cause of death for construction employees, accounting for 320 of the 1,008 construction fatalities recorded in 2018.

Some recommendations for companies, including for your independent truck drivers:

  • Inform drivers they must use safety equipment and show them how to use it.


  • Have signage regarding this as they enter your facility and on equipment.


  • Review your internal procedures regarding fall protection. OSHA resources for fall protection can be found here and MSHA resources can be found here.

NIOSH and Hearing Protection
The OSHA or MSHA action level of an eight-hour time-weighted average sound level is 85 decibels. NIOSH continues to express concern about hearing loss and has a new infographic with four tips to protect hearing loss from occupational noise.
