PACA Board & Associate Board Announces Candidates for Upcoming Election
The PACA Board of Directors and Associate Board of Directors Nominating Committees are pleased to announce their candidates for the upcoming election cycle.

Elections will take place virtually as part of the scheduled online "Annual Meeting" slated for November 17th. Details to follow on this event.

The PACA Board Nominating Committee, chaired by Eric Nicholson, Centre Concrete Company, announces the following candidates:

Young Leaders LIVE Regional Networking Events Slated
ATTENTION ATTENTION ATTENTION - PACA members ages 40 and under!

It's time for a little face-to-face interaction. It's been FAR too long!

We have scheduled three regional networking luncheons for our Young Leaders next month as follows:

  1. October 13 - Harrisburg Country Club, Harrisburg, PA
  2. October 20 - Bellewood Country Club, Pottstown, PA
  3. October 27 - Treesdale Country Club, Gibsonia, PA
All luncheons are from 11 AM to 1 PM at a cost of $30 per person. As a reminder, due to COVID restrictions we are limited to the first 20 people to register at each site. Social distancing practices will be upheld, a waiver form must be signed to attend and masks will be required until all are seated for lunch.

BONUS! For those interested in golfing afterwards, golf fees are being generously sponsored by Chris Wright, Union Quarries, Inc. (Harrisburg CC and Treesdale CC) and Rod Martin, Martin Stone Quarries, Inc. (Bellewood CC). As a reminder, you must be registered for the luncheon to participate in golf.

EQB, DEP and RGGI - The Results of the Latest EQB Meeting
On the agenda of the September 15, 2020 Environmental Quality Board (EQB) meeting was the proposed rulemaking package for RGGI (Regional Greenhouse Gas Initiative). You can find the entire rulemaking package here (scroll down to September 15). The Annex is the proposed actual rule itself. The motion to move this proposed rulemaking package forward with a 60-day public comment period and five public hearings passed 13-6.

Once the initial motion was made, there were eight additional motions made, mostly by Senator Gene Yaw and Rep. Metcalfe ultimately to table and/or delay moving this proposed rulemaking package to public comment. All motions failed 13-6.

A final motion was made to have one of the five public hearings be held in person in Indiana County to allow the residents, who will be heavily impacted by RGGI and who may not all have access to the internet, to comment publicly. That too failed.

DEP Truck Initiative - How Will This Affect PACA Members?
Pennsylvania has joined forces with a multi-state Zero Emission Vehicle (ZEV) Task Force facilitated by NESCAUM (Northeast States for Coordinated Air Use Management) to develop and implement a ZEV action plan for trucks and buses. They have signed the multi-state Medium- and Heavy-Duty Zero Emission Vehicle Memorandum of Understanding (MOU), along with fourteen other states and DC, committing to work collaboratively to advance and accelerate the market for electric medium- and heavy-duty vehicles with the goal of ensuring that 100 percent of all new medium- and heavy-duty vehicle (MHDV) sales be zero emission vehicles by 2050 with an interim target of 30 percent zero-emission vehicle sales by 2030 via electric, battery or hydrogen fuel cells. Medium- and heavy-duty vehicles consist of vehicle classes 2b-8 for this program.

The MOU allows for tailoring this program to each specific state and DEP Air Quality has not yet decided on a final approach or plan. They will be conducting outreach and drafting an action plan this fall with a release of the final action plan in fall 2021. More importantly, DEP has not yet decided if this will be a regulatory program or an incentives-based program.
