Have Your Heard?? The Annual Meeting Registration is NOW OPEN!
Can you believe that the Annual Meeting is once again upon us? It's mid-September and the room block will close in less than a month, the discount registration fees will be closing late next month... so much is happening over the next few weeks!

This year's meeting will feature former Governor and Secretary of Homeland Security, The Honorable Tom Ridge as our keynote speaker. Mr. Ridge will touch on his personal opinions on the current political climate, but most importantly, his thoughts on the nation's vulnerability to targeted cyber attacks on our infrastructure.

The meeting will conclude with a bonus session by the Portland Cement Association's Chief Economist and Vice President of Market Intelligence, Mr. Edward Sullivan. A very popular speaker at past PACA Annual Meetings, Mr. Sullivan brings his analysis on the market conditions in the construction, concrete and cement industries and has been cited as the most accurate forecaster among the top 30 economists.

Opening the Annual Meeting is Mr. Dave Raphael of K & L Gates, LLP. Dave will provide an overview of current legal cases and their implications on PACA member companies. Hear some valuable legal advice for just the cost of the registration fee to attend the Annual Meeting.

Last Call to Register for Young Leaders Conference in State College
The PACA Young Leaders Development Group's Leadership and Team Building Conference is quickly approaching. Final details are wrapping up, so please be sure to register ASAP if you plan to attend the conference.

Our scheduled speaker, Mr. Greg Coker, brings a phenomenal program that reaches far beyond leadership skills. He touches on interpersonal skills and the ability for all to find their power of purpose, both personally and professionally.

Included in the mission and purpose of the YLDG is giving back to the community by volunteering. To that end, the conference agenda includes a community service project each year. This year, our group will be traveling to the Centre County Youth Services Bureau to provide assistance in various arenas. Special thanks to Eric Nicholson of Centre Concrete Company for his assistance in putting this program together.

And, of course, the best way to get to know your peers in the industry is NETWORKING. By interacting with colleagues outside an office setting, strong friendships and connections are built for idea sharing, problem solving and socialization.

If you or anyone within your company is under the age of 40... bottom line.... THEY SHOULD BE at this conference. Join us in State College on October 3-4. Don't miss it!

DEP Needs Mine Operator Email Addresses
DEP has begun mailing out the Mine Operator Email Address form to all mine operators. This is the form that will tell DEP what email address should be used to deliver all DEP Mining Program electronically generated records and communications. As it stands now, this is used for inspection reports that are generated in the field by inspectors using iPads. However, as DEP slowly moves forward with respect to additional electronic information, the information you provide on this form will be important.

The email address provided should be one that is constantly checked, or you have established a process such that these emails can be forwarded to the appropriate person in the organization on a timely basis. Additionally, this form should be updated promptly as internal changes are made and changes should be emailed to [email protected] . The form, in both a Word format and a .pdf format. can be found on DEP’s website below.Should you have any questions, don’t hesitate to contact Josie Gaskey.

DEP Citizens Advisory Council Names New Executive Director
DEP Secretary Patrick McDonnell has appointed Keith Salador to the position of Executive Director of DEP’s Citizen Advisory Council.

Salador has served as an attorney in DEP’s Bureau of Regulatory Counsel since 2014, focused on Environmental Cleanup and Brownfields, Radiation Protection, Storage Tanks, Clean Water, Compacts and Commissions, and Oil and Gas programs.

Before his career at DEP, Salador was an Assistant Regulatory Manager at Fox Chase Cancer Center in Philadelphia. He also served as a Law Fellow with the Center for International Environmental Law and a Law Clerk for the U.S. Environmental Protection Agency, both in Washington, D.C. He earned his law degree from Widener University School of Law in Delaware, where he served on the school’s Law Review, and a Master of Studies in Environmental Law from the George Washington University School of Law in Washington, D.C.

As info, the Citizens Advisory Council was legislatively created in 1970 by Act 275, which also established the Department of Environmental Resources, the predecessor to DEP. The council comprises 18 citizen volunteers appointed by the governor, president pro tempore of the Pennsylvania Senate, and Speaker of the Pennsylvania House of Representatives. The council meets 10 times per year in meetings that are open to the public.

Federal Inspector General Chastises OSHA
The U.S. Department of Labor Office of Inspector General (OIG) recently completed its audit of OSHA and released an interesting summary report and a full report. In the report, the OIG indicated that OSHA needs to improve its own guidance for its fatality and severe injury reporting program to better protect workers. The report concluded OSHA needed to develop guidance and train staff on identifying under-reporting, issue citations for all late reporters, clarify guidance on how, and to what extent, OSHA documents essential decisions, and inspect all Category 1 incidents.

OSHA's response to the OIG can be found here. And while they indicate appreciation for the OIG's effort, they quickly point out it is the responsibility of the company to ensure compliance.

Conewago Ready Mix Recognized by NRMCA
The National Ready Mixed Concrete Association recently recognized Conewago Ready Mix with the association's 2018 Excellence in Quality Award.

According to the NRMCA: the criteria for this award were established by NRMCA’s Research Engineering and Standards Committee to recognize the commitment to quality of NRMCA member companies. Companies applied either as a single entity or a division within a company and responded to a multiple-choice type application form that generated their scores; a minimum score of 75% with supporting validation qualified a company to receive an award.

Congratulations to all at Conewago for their much deserved recognition.

Eastern PA ISEE Chapter to Hold Clay Shoot & BBQ
On Friday, November 16th, the Eastern Pennsylvania Chapter ISEE will host its second annual Clay Shoot and BBQ. The day begins with a BBQ lunch at 11:30 AM followed by a mandatory 12:30 PM safety class and 1:00 PM start at the Lehigh Valley Sporting Clays course in Coplay, PA.

The event is FREE for Chapter members. Non-members will be charged $30 for a 2019 Chapter Membership. Registration includes a BBQ lunch, 8 station course with 50 rounds, and friendly competition. Ear protection is provided. You are encouraged to bring eye protection or purchase glasses for $10.00. Prizes will be awarded!

PACA Staff addresses Penn College Students
As was reported previously, this year, Penn College has launched a new two-year program (Concrete Science Technology) that will prepare students for a variety of jobs in the ready mixed concrete industry.

In an effort to promote the new program and to alert students to the variety of jobs that will exist for graduates, Frank Reber (Instructor at the college and developer of the program) asked PACA staff member, Ken Crank, to speak with 45 Penn College students that are enrolled in the Construction Technology degree track. The 90-minute presentation highlighted approximately 10-12 potential careers. It was well received by students and instructors.

PACA and several representatives from member companies continue to develop close ties to the school. Susan Armstrong (Central Builders Supply), Doug Cassatt (Lehigh Hanson), Shawn McCoy (Centre Concrete), and Ed Groninger (Admixtures Inc.) serve with Ken Crank (PACA) on an Advisory Board at the college that will continue to advance the program.

One key element of the program is the internships that students will be asked to complete as part of their curriculum. If your company has such an opportunity or is aware of one, please contact Ken Crank to discuss it.
