Annual Meeting Room Block at Hotel Hershey & Discount Registration Rates Extended to October 24th
The room block at the Hotel Hershey for the Annual Meeting and the discount registration rate has been extended to October 24th. Rooms at the hotel priced at our group rate cannot be guaranteed beyond this date.

Discount registration rates will go from $595 per person to $675 per person.

Deadline to purchase sponsorships for sign printing is November 6th.

Tomorrow is the final date to submit both PACA Ambassadors of the Industry Hall of Fame and Excellence in Concrete Recognition Award nominations.

Pittsburgh Mixer
Join Us for Our Next Regional Networking Mixer - FOR A CAUSE - Help Us Help One of our Own!
PACA's next Western Pennsylvania Networking Mixer is scheduled for Thursday, October 17th from 5:00 - 7:00 PM at the Local Brewhouse in downtown Pittsburgh. Come ONE, come ALL - to help us for a worthy cause.

This next mixer is very near and dear to us and we hope that you all join us in helping one of our own. PACA Member, Ray Ewing, of CEC, Inc., (a member of PACA's Associate Board of Directors) based in Pittsburgh, is battling a rare form of brain cancer. His cancer is so rare, in fact, that it requires him to fly on a regular basis to Duke University in North Carolina for treatments, observations, etc.

Ray is the father of four beautiful girls and understandably the treatments and constant travel are a financial burden to the he and his family. That's where our members come in to help one of our own - by attending this regional mixer.

The Local Brewhouse has generously agreed to donate 10% of the sales from our regional mixer cash bar and appetizers (15% for over $1000) back to Ray and his family!

Attendance is $20 pp (to cover appetizers & other planning costs).

We hope that you will all come out for a strong showing of support for Ray and his family!

We encourage all active member companies to have a representative present to vote. The vote will be held at the General Membership meeting at the Annual Meeting on Tuesday morning, November 19, 2019 at the Hotel Hershey.

PACA Environmental Community Meeting - Final Reminder to Register to Attend
PACA's Environmental Community meeting will be held next week, October 10 at the Hotel Indigo, Harrisburg Hershey.

Several external guests will be attending this meeting in the morning including EPA Region III Administrator Cosmo Servidio and several of his staff, Kristen Hand and Stuart Reese from PA Topographic & Geologic Survey, and Bill Allen, Sharon Hill and Dan Sammarco from the DEP Mining Program. After these speakers, the meeting will be just for registered PACA members.

MSHA Asks for Emphasis on Best Practices Due to Latest Electrical Fatalities
The mining industry has experienced three electrical fatalities since August 7, 2019, the last one occurring on September 17, 2019. Furthermore, there have been 25 non-fatal electrical accidents since October 1, 2018. MSHA has asked that we distribute the attached Best Practices and Walk and Talk points to be addressed by you in your next safety meetings. Top point: Always lock-out and tag-out the electrical circuit yourself prior to conducting any electrical work and never rely on others to do this for you.

PACA Presents NRMCA Exterior Flatwork Finisher Exam in Northeast PA
PACA will be holding its first NRMCA Exterior Flatwork Finisher exam in Northeast PA on October 25th.

The course is designed to train concrete finishers to place, finish and cure exterior air entrained concrete to provide a durable surface for concrete that is exposed to moisture and periods of freezing and thawing.

The certification requires knowledge in the following areas of concrete construction:

  • Concrete required for exterior flatwork
  • Placing and finishing concrete
  • Joints
  • Curing concrete
  • Types of surface problems and their causes

Cost is $500 per person.

Aggregate Technician Reference Manual Available & 2019-2020 Aggregate Technician Class Schedule
PACA has prepared The Pennsylvania Aggregate Test Method Reference Manual. This reference contains all of the PTM and AASHTO test methods that that each aggregate QC laboratory is required to have in order to fulfill the PennDOT requirements.

This reference will also be useful to all those taking the PennDOT Aggregate Technician Course.

The cost for this publication is $ 90.00 (plus tax).

Thursday, October 17th from 2:00 - 6:00 PM, Cleveland Brothers CB Con-Agg will be offering a live crushing and screening demo, complete with BBQ dinner and giveaways.

Governor Wolf Signs Executive Order for PA to Join Regional Greenhouse Gas Initiative
On October 3, Governor Wolf signed an Executive Order 2019-7 and per his press release and press conference this morning, Governor Wolf instructed the Pennsylvania Department of Environmental Protection (DEP) to join the Regional Greenhouse Gas Initiative (RGGI), a market-based cap-and-trade program among nine Northeast and Mid-Atlantic states to reduce greenhouse gas emissions and combat climate change. RGGI requires power plants with a capacity of 25 megawatts (MW) or greater to hold allowances equal to their CO2 emissions over a three-year control period, with those allowances representing a limited authorization to emit one short ton of CO2 from a regulated source, as issued by a participating state.

In September 2019, 13,116,447 CO2 allowances were sold at the RGGI auction at a clearing price of $5.20 per allowance. One allowance equals one ton CO2.

DEP was directed to draft a regulation to present before the Environmental Quality Board for approval, with a public comment period.

In January 2019, Wolf signed another Executive Order to set Pennsylvania’s first statewide climate goals, aiming to reduce greenhouse gas emissions by 26 percent by 2025 and by 80 percent by 2050, compared to 2005 levels.
