The Future of PACA Events - Young Leaders Conference & Annual Meeting
COVID-19 strikes again!

This time the casualty is PACA's Young Leaders Development Group Leadership and Team Building Conference, originally scheduled for September 30-October 1 at the Windcreek Hotel and Casino in Bethlehem, PA.

Earlier this week, we were notified by the hotel that they have made the internal decision to cancel all group events for the remainder of the year. We will announce a 2021 reschedule date as soon as we have it.

Looking ahead to November, the status of the Annual Meeting at the Hotel Hershey is pending. Staff has been communicating with the hotel and have a follow up discussion scheduled for early next month. Please stay tuned for more information.

We thank you all for your patience during these crazy times.

Pennsylvania House Announces New Leadership After Turzai Resignation
With the recent resignation of Speaker of The House, Mike Turzai, the House has announced the following leadership appointments:

  • Speaker of the House - Bryan Cutler (R-Lancaster)
  • Majority Leader of the House - Kerry Benninghoff (R-Centre)
  • Majority Whip of the House - Donna Oberlander (R-Clarion)
  • Majority Policy Chair - Martin Causer (R-McKean)
The other leaders of the House Republican leadership will remain the same:

  • Majority Caucus Chair - Marcy Toepel (R-Montgomery)
  • Majority Caucus Secretary - Mike Reese (R-Westmoreland)
  • Majority Caucus Administrator - Kurt Masser (R-Northumberland)
  • Majority Appropriations Chair - Stan Saylor (R-York)
The House Democratic leadership team remains the same.

PACA Environmental Meeting Slated for July 14th
We will be holding the member-only Environmental Community meeting in person on July 14 at 9 a.m. at the Picard Grand Pavilion at Hershey County Club, 1000 E Derry Rd, Hershey, PA 17033. Follow the signs for the Picard Grand Pavilion around the left side of the Country Club building. The Picard Grand Pavilion is a separate building from the Country Club and has french doors on two sides of the room which will be open.

We will be following CDC guidelines including social distancing, wearing masks, taking temperatures, asking questions, no hand shaking, etc. for this meeting. Lunch will be boxed as opposed to a buffet as is our normal practice. We encourage you to bring a mask and hand sanitizer.

Waters of the United States Now In Effect
The Waters of the U.S. (WOTUS) rule went into effect on June 22, 2020 except in Colorado where a Colorado federal judge blocked its implementation. Environmental industry lawsuits against the implementation of this rule continue.

RGGI Update
On June 23rd, the Senate Environmental Resources and Energy Committee chaired by Sen. Gene Yaw, R-Lycoming held a committee hearing to take testimony regarding Gov. Tom Wolf’s executive order 2019-07 dated October 3, 2019, to join the Regional Greenhouse Gas Initiative (RGGI). That order had an implementation date of January 1, 2022 with proposed rulemaking due date of July 31, 2020.

As we've indicated previously, both the DEP AQTAC (Air Quality Technical Advisory Committee) and the CAC (Citizen's Advisory Council) failed to recommend moving the proposed rulemaking package forward to the EQB (Environmental Quality Board), because of a lack of economic information and information on how and where the incoming revenue from this program would be spent.

Consequently, on June 23, the Governor issued a revised Executive Order giving the DEP a six-week extension to September 15 to begin the regulatory review rulemaking process.
