PACA Chair Nominates & Board Elects New Executive Committee
According to the PACA Bylaws, “[t]he Executive Committee shall consist of the Chairperson of the Association and a minimum of two (2) and a maximum of six (6) additional members of the Board of Directors and shall be elected for a one-year term by the Directors at their annual meeting (Article IX, Section 2).”

RMC Foundation To Be Highlighted at January 12 Members Forum Webinar
Julie Garbini, Executive Director of the RMC Research & Education Foundation, will address the January 12, 2021 Members Forum webinar and provide timely updates on the work of the Foundation.

EPA Retains NAAQS for Particulate Matter
On December 7, 2020, EPA announced it would retain, without revision, the existing primary (health-based) and secondary (welfare-based) National Ambient Air Quality Standards (NAAQS) for particulate matter. This undoubtedly will generate some future legal opposition by the green industry. This link is to the pre-publication version of EPA’s final action regarding their thinking behind this action. Official publication in the Federal Register is scheduled for January 20, 2021.

Currently, the EPA has primary and secondary standards for PM2.5 (annual average standards with levels of 12.0 µg/m3 and 15.0 µg/m3, respectively, as well as 24-hour standards with 98th percentile forms and levels of 35 µg/m3) and PM10 (24-hour standards with one-expected exceedance forms and levels of 150 µg/m3).

Making these standards more stringent typically translates into stricter permitting limits when industries want to site or expand.

CDC Quarantine Update
Quarantine is intended to reduce the risk that infected persons might unknowingly transmit infection to others. The CDC had, until recently, recommended a quarantine period of 14 days. Their recommendation for the 14-day quarantine was based on estimates of the upper bounds of the COVID-19 incubation period. This 14-day option provides the maximum risk reduction of post-quarantine transmission. However, based on local circumstances and resources, the CDC has indicated the following options to shorten quarantine are acceptable alternatives.

Quarantine can end after Day 10 without testing and if no symptoms have been reported during daily monitoring.

With this strategy, residual post-quarantine transmission risk is estimated to be about 1 – 10 percent.

When diagnostic testing resources are sufficient and available, then quarantine can end after Day 7, if a diagnostic specimen tests negative and if no symptoms were reported during daily monitoring. The specimen may be collected and tested within 48 hours before the time of planned quarantine discontinuation (in anticipation of testing delays), but quarantine cannot be discontinued earlier than after Day 7.

With this strategy, residual post-quarantine transmission risk is estimated to be about 5 – 12 percent.

In both cases, symptom monitoring and masking through Day 14 must be continued.

PACA To Host Statewide e-Tickecting Webinar for PennDOT and Industry
We are pleased to announce that we will be hosting a statewide webinar on the upcoming e-Ticketing specification for all PennDOT and Industry personnel, Monday December 14th at 1:00 pm.

This initiative will affect all customer service, accounting, IT, delivery, and weighmasters within your company. This webinar will be an opportunity for all those within your company to hear about this specification and deployment plan directly from those who are working on e-Ticketing for the Department.

We encourage you to share the invitation below with all those within your company who work daily to provide construction materials to PennDOT.

PennDOT’s e-Ticketing Specification & Pilot Projects Deployment Webinar

Please join PennDOT's e-Ticketing workgroup for an overview of the Department’s e-Ticketing Special Provision for material deliveries to PennDOT projects. The Department will be piloting e-Ticketing during the 2021 construction season for aggregate, asphalt, and concrete. Maintenance operations will include aggregate, asphalt, concrete, liquid asphalt and salt. Also included will be a high-level overview of the Department’s mobile application proof of concept.

All Department and Industry personnel are invited to attend and learn more about this new initiative directly from members of this workgroup.

Tell Senator Toomey and Senator Casey to Help PennDOT NOW!
The time is NOW for the US Senate to support all DOTs by delivering the $37 billion dollars requested by AASHTO – the national associations of state DOTs.

We felt the impact earlier this week when PennDOT threatened to shut down over 600 projects due to cashflow challenges.

It is the right time for Congress to deliver funding to our roads and bridges.
