President's Address
PACA President Recognizes and Thanks Retiring NRMCA Executive
It was with a heavy heart that I shared in Bob Garbini’s retirement at the conclusion of the National Ready Mixed Concrete Association (NRMCA) Annual Convention in March. Bob did an amazing job in developing NRMCA into one of the leading trade associations in the construction and construction materials industries.

I had the pleasure of working with Bob from my days at the national headquarters in Silver Spring, MD. Bob joined the NRMCA promotion staff back in 1991 during a time of serious dialogue on the direction of the industry and calls for maximizing the dues investments and member/staff resources among our numerous national organizations. The industry has experienced many changes since those days including two landmark achievements - the creation of the National Stone, Sand and Gravel Association (NSSGA) following a merger of the National Aggregates Association (my alma mater) and the National Stone Association and the successful launch of NRMCA’s Build with Strength initiative supported by the Portland Cement Association (PCA) and NSSGA.

Bob Garbini’s vision that a broader coalition has a better chance of success has led us to an exciting time of alignment between NRMCA and PCA in the advocacy and promotion arenas. We are now at the beginning of this new era for our industry and it is my belief that under the leadership of the newly appointed Mike Philipps as Bob’s successor we are finally at the cusp of achieving the dream shared by so many industry leaders over the past 30 years. I look forward to working with our national organizations to support the Build with Strength and Pave Ahead initiatives in Pennsylvania.

Bob, thank you for your vision and leadership of our national “brother” and I will miss your friendship and guidance.

Hotel Room Block is NOW Open for the 2019 PACA Summer Summit
If you attended last year's Summer Summit, you may recall how quickly rooms sold out at Nemacolin Woodland Resort - DON'T HESITATE - BOOK TODAY!

The PACA Summer Summit is scheduled for June 22-25, 2019 at the beautiful Nemacolin Woodland Resort and Spa. This is our last year at Nemacolin, so don't miss out. Next year, we move on to the Hyatt Chesapeake Bay in Cambridge, MD, for our next two-year rotation.

The agenda for the Summer Summit includes our Golf Outing and Sporting Clays tournament - and this year - a tour of nearby Laurel Caverns. While at Laurel Caverns, attendees will step back in time and do some old fashion pan mining and be able to take home their own bag of authentic gemstones! Separate registration fees apply for these events and all - including those in your golf/sporting clays group - must be registered for the Summer Summit to participate. Also, new this year - to maximize networking opportunities during golf and sporting clays, registrations will only be accepted for twosomes and each group will contain both producers and associates (as registration numbers allow.)

The final agenda is coming together and registration for the Summer Summit will open next week. BUT, as a reminder, you may book your hotel room NOW.

A schedule is available on our website to help you make your final plans. Nemacolin will honor our group conference rates three days before and three days after our conference dates, however, weekend booking is limited.

PACA Announces the Next Superintendents' Workshop & Quarry Tour
Coming soon - registration for the next Superintendents' Workshop and Quarry Tour which will be held June 4th at Allan Myer's Paradise Quarry. Registration is limited and restricted to producer members only DUE TO SPACE LIMITATIONS AT THE CONFERENCE FACILITY and to allow maximize education opportunities for this important industry segment. Associate partners will be placed on a waiting list and attend as spots become available.

Registration will open next week, so watch your email inbox for our biweekly EVENTS email that will come out next Thursday.

Pennsylvania ready mixed concrete producers may register up to FOUR (4) of your drivers for the Pennsylvania Mixer Driver Rodeo Championship! AND - the best part - YOU DO NOT NEED TO PROVIDE YOUR OWN TRUCKS! Trucks will be available - both front and rear discharge available. Trucks are provided by Boger Concrete, Oshkosh/McNeilus and Terex Advance.

The undisputed, single biggest problem that face those of us in the ready-mixed concrete industry today is finding and keeping good employees, especially drivers.

Given that fact, it is a large contradiction that we do not support an opportunity to recognize our people.

The opportunity that the Pennsylvania Mixer Driver Rodeo Championship presents is a unique occasion to acknowledge our mixer truck drivers, build loyalty and respect, and in return demonstrate to them the loyalty and respect that we wish them to show to our companies.

The Pennsylvania Mixer Driver Rodeo Championship has been built by the work of just a few companies and one in company in particular. It is now way past the time for the rest of Pennsylvania’s concrete producers to step up.

The Pennsylvania mixer truck rodeo needs your support, and as always, the people you work with need and want the recognition they deserve.

What to do:

  1. Register your drivers for this event – two to four drivers is the best return for your company.

  2. Have others from your company plan to attend to help out and enjoy the day.

  3. If you still are hesitant to register any of your drivers, please send a check between $100 -$500 to support the people that work hard for us and our industry every day.

It is important that you register your drivers NOW to allow time to make proper preparations for each driver. TOMORROW is the registration deadline with April 19th being the final cut-off. Late fees apply after tomorrow.

Drivers will navigate through a course of various challenges to show off their exceptional driving skills. And, the winner of this year's rodeo, on top of all the wonderful prizes received the day of the rodeo, will receive an all-expense paid trip for themselves and a guest to Kissimmee, FL, where he/she will participate in the NRMCA's National Truck Rodeo Championship (driver's company must be an NRMCA member to qualify).

Drivers, bring your family and make a day of it - food trucks available, children's activities, and more! Industry colleagues, bring your families and cheer on your favorite driver.

Since becoming involved in the Truck Rodeo, the PACA staff members have a deep appreciation for all of the original organizers of this event. It truly takes a army of volunteers to work the various driver stations, serve as runners of score sheets, and so much more! Concrete Pavement Event A Hit!
On March 20th, PACA conducted Concrete Pavements - The Centsible Choice for Your Next Project. The program consisted of three presentations:

  • Luke McHugh (NRMCA) discussed ACI 330 and why it should be used for designing concrete parking lots. The document is considered the "gold standard" for concrete parking lot design.
  • Phil Kresge (NRMCA) gave a presentation on concrete overlays. Concrete overlays are emerging as a cost efficient alternative to removing and reconstructing existing pavement structures. In addition, the overlay is also a great way to increase the loading capacity on a given pavement.
  • Staff member Ken Crank closed the 3.5 hour event with a presentation on emerging concrete technologies that included pervious concrete, roller compacted concrete, and cement slurry full depth reclamation. He also discussed the free Design Assistance and Concrete Boot Camp programs offered by the NRMCA.
The good news is that there was discussion between at least two contractors and concrete producers in the room regarding the Concrete Boot Camps and we are hopeful that they will come to fruition.

Next Regional Networking Event - Lehigh Valley Sporting Clays / Happy Hour Event
Join us for one or join us for all - you choose - for our next regional networking event, this time in the Lehigh Valley on May 2, 2019.

The day will begin with a sporting clays outing beginning at 2:30 PM at Lehigh Valley Sporting Clays. Immediately following, just down the street, we will hold an evening happy hour with dinner at Grumpy's Roadhouse BBQ beginning at 5:00 PM. Come to either the outing or the happy hour or, better yet, BOTH. Registration fees vary depending on attendance and gun rental needs.

More on Those Pesky Spotted Lanternflies
As we indicated in the last issue, there is a PA Department of Agriculture Quarantine Order for the Spotted Lanternfly in 14 southeastern counties of Pennsylvania, with requirements for permits for certain businesses.

Those of you who have permits do not need to get these renewed until you receive a notice from the Department of Agriculture. Any new drivers do need trained and additional trucks will need permits. You can get additional permits by emailing [email protected]. You may want to consider making this part of your yearly operational trainings, as this is not going away any time soon.

SRBC Grandfathered Water Uses Registration Program
As we've indicated previously, the Susquehanna River Basin Commission (SRBC) developed a program to grandfather water uses in the Basin. This is a gentle reminder that facilities must register their grandfathered withdrawals and consumptive water uses by December 31, 2019 to preserve the exemption from obtaining a permit in the future.

The registration fee discount ended on December 31, 2018. A $1,000 registration fee will apply for all registrations received during 2019.Should you have any questions, contact Josie Gaskey.

EPA Recognizes Lehigh Hanson
Lehigh Hanson announced that its Union Bridge, MD cement plant earned Environmental Protection Agency (EPA) Energy Star certifications for 2018. The plant performs within the top 25 percent of cement plants nationwide for energy efficiency and meets the strict energy efficiency performance levels set by the EPA. This is the sixth consecutive year that the Union Bridge plant has received the Energy Star certification. Congratulations to the Union Bridge team!

Governor's RestorePA Porkbarrel
PACA is working with the PA Chamber of Business and Industry and others to stop the Governor's RestorePA severance tax package. We want to thank those companies that have worked with us in that support. PACA recently co-signed the attached letter that went to the Governor and Members of the PA General Assembly.

Supporters of RestorePA indicate the plan would be funded through a severance tax on the natural gas industry. However, initially it will be funded by a $4.5 billion, taxpayer-paid bond. This debt will be paid by you, your children and your grandchildren. And even though monthly reports have shown that PA is pulling in surplus revenues, the Governor and certain legislators still want to tax the natural gas industry even more. Why??

The Impact Fee/Tax currently paid by the natural gas industry has generated $1.7 billion since it was enacted and it provides benefits to all 67 counties, regardless of whether there is drilling in that county. These monies go to the projects that people in those counties want, not porkbarrel projects that RestorePA in Harrisburg will fund. Many of the projects that are discussed as part of the RestorePA tour across the Commonwealth are already funded by the Impact Fee/Tax.

The natural gas industry uses the services and materials from our members. Please let your legislative representatives know that you do not support RestorePA. You can easily find your legislator by going here and typing in an address. You can also find complete statistics and talking points by going to StopNewEnergyTaxes.com found here.
